How many things can you spot in this photo that are WRONG! I see 3 right off the bat! Vest is open. Pole stuck in cone. Flagger counting ants, or something.

A considerable number of people are not aware that rules have changed. The "Flagger Box" is no longer required, it was abandoned a few years ago.
His Vest is actually a Class 2 Type 2, legal for hours of daylight.
The sign staff placed in the cone is not illegal or a violation, it's just "lazy".
Cone placement is entirely up to the Flagger. The only requirement be Labor & Industries is that the Flagger be "protected" by something as simple a a single cone placed between them and approaching traffic.
Retro-Reflective tape on the hardhat is only 'required" for work during Hours of Darkness in Washington State.
Holding the sign staff would be a GREAT idea, as this does not appear to be an "electronic self-controlling" paddle!

Tooo Easy .. He's looking down instead of at the traffic/workzone; His vest is not only open BUT a type 1, insteadof type2. the sign is in the cones and the cones are stacked instead of marking him, And i see no reflective tape on his hardhat... Where's his other hand.?. Last i checked holding the sign was in part of the contract!!!
