The
"Flagger Box" is no longer required in Washington State.
The Flagger is, in fact, within a lane closure, and the light plant is on the shoulder (note the cone directly in front of him. The zoom lens only makes it appear as though the plant is in the lane.
This is an older photo, taken when WSDOT Projects required Flaggers to wear white trousers or coveralls during Hours of Darkness.
Flashlight, or wands, though recommended (and smart), are actually "optional" for Hours of Darkness.
That's not all.. far end... four cones creating a box effect; AND where are his night clothes?
They are using their hands... Where are their Wands/Flashlights. WOW it that machine in the Road? And Why isn't it coned off? Those two need to go Back and take a recert.. I think there flagging technique is a little out of date...
