Panels tell you to stay right, sign says say LEFT.

Though it's probably blantantly visually obvious where the motorist should go, it's a legal liability issue. The diagonal directional indicators were developed by the FHWA and designed to provide motorists with "positive guidance" in the event those panels are the ONLY thing they could see on darkness or extreme fog.
